Format your manuscript using the template provided as TRANS-JOUR.doc. Email your manuscript in pdf to scrowl@ieee.org before the manuscript due date (May 15, 2008).

At least one author per accepted paper must be a registered conference participant. If your paper is accepted, you will also be required to sign a copyright release form to accompany your final manuscript submission. Print, sign and email a scanned copy to Paul.Cotae@utsa.edu or mail your copyright release form to:
